Residential bins permanently on pavement. Reported anonymously at 20:11, Mon 2 May 2022 Houses in Latham Close (numbers 27 & 29) are leaving their black wheelie bins on the pavement outside their back gates on Grand View Avenue. These have now been chained to the fence/gate posts as a permanent fixture and are causing an obstruction on the pavement. I, and other people, cannot negotiate past them with a double pushchair/wheelchair without having to go onto the road.
