Owner of Bela shop on highs street continues to use our access to leave tips and bags of old food for foxes

A slightly unusual problem. The owner of the shop ‘Bela’ on the highstreet of Chislehurst has been visiting sometimes twice a day to feed the foxes. I should note that she does not live in our street, but above our shop. She continues to come sometimes twice a day, but at least daily, with plastic tubs and bags of food. She walks down the alley way next to our home (No. 12 Queens Road) and into our access, and dumps the food. She does not remove the litter. In fact, we had all the access cleared several months ago when having our garden renovated, and this litter is only that of the food being dumped. We have tried to speak to the lady, and she is quite foreceful and ignores. The guys that own the joinery yard next door have also spoken with her, and she continues to ignore. We now have a problem with rats which we didn’t before, and nothing seems to be preventing her from doing this. I am able to provide video evidence from my ring camera of her going down with the food, as well as her being asked by my gardener to not go down there (but refusing). We are really desperate for this to stop and our only hope is council intervention.
