Newly erected bollards removed by nearby building site workers

Today a ‘team’ of workers with a digger turned up, and firstly tried to topple the newly placed bollards. They didn’t have much success. A concerned neighbour confronted them asking what they were doing. Apparently, they appeared, in his words, quite ‘sheepish’. He asked them to stop as the bollards had only just been placed in situ and the accessible ramp repaired. He said he would contact the Council, at which they apparently, seemed annoyed. One of the ‘workers’ then produced some correspondence, (see attached), as if that gave them carte blanche to do what they wanted. Then the ‘boss’ from the school building site turned up, and apologised for the digger being used without protective measures on the road and footpath i.e. warning signage etc. They then withdrew the digger out of camera range. Then came back and cut some of the bollards off at ground level using a hand saw. This was then followed by a large HGV vehicle rounding the corner, which drove over the curb and grass verge, which then broke down and blocked the road for some 10 minutes or more. According to the witness, the whole ‘gang’ seemed rather unprofessional. He then contacted the Council who seemed annoyed and confused as to why the work was being carried out.
