We have investigated this report and found the vehicle to be taxed therefore no further action will be taken. Please note that from 01 October 2014 it is no longer a legal requirement to display a tax disc.

The car appears to be unroadworthy at present with a flat tyre and damage. It cannot be driven in the state it is in.

W537MHR is now SORN. Its tax expired on 31 May 2018 and its MOT expired on 30 May 2018.
The damage first reported a month ago via 'fix my street' is now worse and the car cannot be driven away.

As outlined at http://www.bromley.gov.uk/ fixservices untaxed vehicles cannot be impounded immediately and Bromley must adhere to the grace period (typically one month) given by the DVLA before any action can be taken and then the timeframes for any tax warning served.
