Litter in sapling zip covers

Sent to Bromley Council less than a minute later. FixMyStreet ref: 1432258.
Litter dumped inside the green zip covers of the 3 trees surrounding the carpark of the cage.
Trees look in poor health, as the roots are being suffocated.

Fixed?!
2 of the trees have been left uprooted. 1 tree by the basketball hoop hasn't been touched.
The trees looked like they just needed the litter to be removed and a wire mesh fitted to deter future littering (as with other saplings in the nearby).
Uprooting them seems unnecessary as they are still alive.
