Overgrown tree obstructing footpath

This tree in Almond way has not ever been cut back and has been allowed to grow out of control , it now obstructs a public footpath and the branches overhang into privately owned residential property. The surrounding area has not been attended to for over ten years and has now become messy and overgrown with bramble which has encouraged rubbish to be dumped and leaf full from this tree to accumulate causing a potential fire risk and possible slipping hazard . The maintenance of this area was previously undertaken by Bromley council but ceased when this type of work was contracted out , the area has now become an eye-saw.
