Large tree on highway outside 120 Pickhurst Lane needs pollarding and is breaking up the tarmac and is causing a trip hazard

The large tree planted on the pavement outside 120 Pickhurst Lane is yet again causing a nuisance. The tree requires pollarding, and the lower branches removed, as these are now too low over the pavement. The roots are breaking up the pedestrian highway. This has already been repaired with tarmac, and the roots are breaking through the repair. This part of the pavement is not level and bulges and is a trip hazard. This is a repeat problem. The tree was previously allowed to get so large, that the root system affected my driveway, and this was subject to a claim. I would like to avoid this happening again, as this has been an on-going issue for the last 10 years or more.
