Fallen tree needs replacing- stump left in grou

Sent to Bromley Council 2 minutes later. FixMyStreet ref: 1787942.
This tree on the corner of Westbury Rd (outside numbers 4 and 6) fell down last week, and has been removed. I believe council policy says a new one must be planted to replace it? Please let me know there are plans for a new one. Also currently there is still this root in the ground, which is a trip hazard and unsightly. Will that be removed?

I reported this 3 months ago and nothing has been done. The root is still as it was, it hasn't been dealt with. When will it be dug up and replaced?
