Shop commercial waste in street bin

Every evening the bin outside the Londis on Beckenham Lane is overflowing with either carrier bags of rubbish from possibly residential properties or either of the commercial convenience stores, leaving no room for rubbish. tonight there were bags of rubbish along with a number of plastic twine used to secure newspapers or magazines. its unsightly and surely commercial waste should be paid for. please provide bigger bins or talk to the shops and flats in and around the bin

The street cleaner was this morning picking up all the overflowing buts and pieces. There must have been 6 carrier bags tied and full of rubbish which can only come from residential properties near the bin (flats) or the shops. They are definitely not passing foot traffic
