Pigeon feeding/Littering

Some members of public are feeding pigeons on a daily basis in the park entrance,resulting in pigeons spoiling the property annexed to park ( no 58 high str)with droppings ,which apart from being impossible to clean,are posing health hazard to public and attract pests. Also there are drinkers loitering next to the memorial ,throwing empty beers cans under the trees. Please can the council put up a sign like: 'Bird feeding is not allowed/anyone feeding birds will be fined', so to avoid the further degradation of the park's image and preserve a clean and public-hygienic park space.
