Fly tip in Roadway

I was walking my dog along Shortlands Road at 07:10am. As I approached the junction with Den Road a Ford Transit Connect white car derived van pull into Den Road from Shortlands Road. The driver got out and went to the nearside of his van. He is white and aged about 30 years. He opened his passenger door and the nearside sliding door to the cargo area. As I passed I could see his building materials in the van. At this point I assumed that he was adjusting the contents of the van as something might have been rolling around. The engine was still running. About ten minutes later I was walking back the other was along Shortlands Road when I saw exactly what he had done. He had emptied old sections of guttering and a cardboard box containing his rubbish. He has left these items in the road (not even on the pavement). The rubbish was NOT there before he arrived. With the time frame of about 10 to 15 minutes I don't know if it is worth asking local residents if they have CCTV or car dash cams which might have his registration. I am soooooo gutted that I didn't look at his registration. But I did not suspect that he would be soooo blatant and criminally brazen. I know it might be a long shot but he will have left fingerprints on the plastic guttering and it is a dry day. Considering the fines levied for fly tipping it might be viable.

The guttering on the corner of Den Road and Shortlands Road is still there and is being covered by leaves, making it an even greater hazard for vehicles turning into Den Road and pedestrians.
