Serious and continuous dog fouling outside road side in the middle of the pavent

An irresponsible and lazy dog owner is letting their dog foul in the centre of the pavement early in the morning on the corner of Palace Grove road (below the sign this time) and down this road.

This has been occurring for the past couple of months but now with leaves on the floor and on coming snow it is disgusting and perilous This is unhygienic and unpleasant to residents especially as there is a nursery and school very nearby that use this route.

Can this please be cleaned up and can a notice for dog penalty be put up nearby? It is a health hazard to local residents.
