Massive piles of wet leaves along gutters

Massive piles of wet leaves have lined the gutters along Jasmine Grove and the nearby portion of Maple Road for about 2-3 months. They are blocking drains and causing mini lakes to form. They are not only soggy to step into, but also very slippery, and I am afraid of slipping on them and sliding into the path of oncoming traffic - very dangerous!
