Pile of dog poo in bags

Someone (or someones) dumping full dog poo bags behind the electricity or telecommunications in front of the fence of 2 Kings Hall Road, and to the right of the Kings Hall Road street sign. Have removed what I can and bagged up into my own rubbish bin (as I nearly stepped in it cutting back some ivy). It's pretty unpleasant - particularly if an engineer has to work on that box in future. Could a sign be put up as a reminder about disposing of dog waste (I'm sure they know) or the fine?
