Pizza express on the highstreet is continuously overflowing their bins around the back

Animals or wind is blowing rubbish out into road and causing a big mess for the surrounding houses, we clean up our bins so why can't the business do the same, as this has been ongoing i assume they need an extra bin, is there trading standards that they have to adhere to?

The Neighbourhood Officer has spoken to the restaurant Supervisor to discuss their containment of trade waste and advise that the bins must not be allowed to overflow.
The manager will be advised of the visit and guidance given to all staff using these bins. There were signs that the one general waste bin has been overfilled at times so the restaurant were requested to keep all their bins tidy and waste contained.

Hi Please see the attached photo's: rubbish was strewn over cars in the car park due to overfilling of the bins and bags left on top, this is very unsanitary for an area where young kids live, and unsightly with the build of old rubbish.
