Water flowing out of ground/drains
Reported in the Road and Pavement Issues category anonymously at 16:08, Sun 16 February 2020
Sent to Bromley Council 5 minutes later. FixMyStreet ref: 2001846.
Water is escaping on the west side of Monks Orchard Road to the extent that it is also flowing OUT OF the drain on the east side of the road. The drains are full and not taking the flow of water and this is then flowing downhill and accumulating at Langley Roundabout where it is pooling and flaring up at pedestrians by the heavy traffic heading up Links Way. Water is also flowing across the roundabout down South Eden Park Road, leaving gravel and other debris in the roundabout. Both the gravel and standing water are hazards for the traffic and pedestrians, in an area that is very busy at the best of times but also has many children passing to the three nearby schools. This has been happening for some time but is exacerbated by the heavy rain this weekend.

Flowline have attended Monks Orchard Road today to begin some of the investigative and cleansing works required towards the roundabout.
Following the first storm the ground has been left saturated meaning that surface water has been seen running off the hospital site. Our street drains are (in the majority) clear but do struggle to cope during heavy rainfall. Any dirt and detritus escaping to the footway has clogged up some drains towards the roundabout - the lowest end of the street.
The tanker will be returning later this week to continue additional gully cleansing and the Street Cleansing contractor has also been attending to the dirt and detritus left on the public highway.

Hi .. thank you for sending the workforce out to review, however, the drains on monks orchard road are still blocked as this morning’s rain shows .. the water is still flowing down South Eden park road from links orchard road and on the roundabout itself, the drains are also blocked, potholes are growing and more urgently there is debris on the road surface from what washed down last week .. to note that there were THREE road traffic accidents last Friday .. two on the roundabout itself and one further up the road beside the Mazda garage - this would indicate that this debris getting into tyres or the pooling water exacerbates aquaplaning .. there are three schools in close vicinity and hundreds of children (including my own boys) use this crossing daily, please address the debris as a mater of urgency, but unless the sources of the problem are addressed, most likely the blocked drains and potholes, the issues will reoccur.

The RTA on Saturday (22nd) morning .. (not enough space on previous post) clearly any school children passing to/from the bus stops would have been in the path, but thankfully not this time

Thank you for your update.Thames Water have located a blockage in their underground drain towards the roundabout. This is the reason for the surcharging of water witnessed from gullies during the heavy rain. Thames Water are now working alongside the Council to resolve this.
Once the blockage has been cleared the water still trapped within the street gullies will be able to flow away. There are a few still requiring cleansing due to the build-up of detritus that has not been able to escape. These drainage works will be coordinated by both parties.

Thames Water attended on 28th February 2020 and successfully cleared the blockage in their main line.
The Council will undertake some routine gully cleansing to now make sure all assets towards the roundabout are flowing freely.

Photo taken yesterday show water still at the lip of the drain on the roundabout.. the debris that most likely was the cause of the recent spate of accidents is still on the surface of the roadway .. as can be seen in the second photo and earlier in the week there was another small traffic collision on Links Way (2nd Photo)

Thank you for your update today. The condition of the carriageway at the roundabout has been referred on to Highways for their attention.
Reports for any drainage concerns on Links Way need to be reported separately from those already raised for Monks Orchard Road. This prevents any confusion during instructions to our contractors.
