Sent to Bromley Council less than a minute later

Can the council take action to stop the tenants here throwing their household refuse all over the place. Do Penge residents really have to step through dirty nappies and other vile refuse to access the post box / train station ?

Come on Bromley Council this is not some Victorian slumland where people can empty potties out the window so to speak. Please use your legal powers to stop this vile unhygenic mess.
