Rose bush overhanging the pavement

A rose bush is overhanging from 33 Birchwood Avenue for approximately half the width of the pavement. Apart from making social distancing impossible at that point, it is causing an additional hazard to pedestrians in that it is overhanging very low over the pavement too and could very easily catch on someone’s face or clothing. I narrowly avoided a scratched face this afternoon.

The third party responsible has somewhat trimmed the rose bush, but as the photo shows, it is still overhanging approximately half the width of the pavement and still presenting an obstacle to anyone over 1.65m tall or using an umbrella. No vegetation should overhang or otherwise obstruct the pavement and this rose bush, and indeed the spiky hedging plant beneath it, should be trimmed back to 33 Birchwood Avenue’s front curtilage, which is clearly demonstrated by the adjoining property’s fence post visible in the foreground of the photo. The pavement is only 1.2m wide and this overhanging and protruding vegetation is making it impossible for pedestrians to remain at a social distance, as well as remaining a hazard to anyone over 1.65m tall or using an umbrella.

Thank you for your update. It seems unlikely that the third party responsible will revisit the rose bush or address the spiky hedging plant beneath it, having trimmed the front hedge adjoining the end-of-terrace property last weekend, I await further progress and/or updates with interest.

As the photo shows, there has been no change since the update posted on Sunday 13 June and both the rose bush and the spiky hedging plant beneath it continue to overhang and/or obstruct the pavement.
It is now almost six full weeks since the original report was made on Friday 4 June. What are the “reasonable timeframes” referenced in Bromley Council’s post on Thursday 17 June? When will appropriate action to remove this hazardous obstruction to pedestrians be taken?

I was under the impression that vegetation on private land should neither overhang the pavement nor protrude beyond the curtilage of the property on which it grows?
If this is not the case, please advise what is permissible for vegetation on private land in terms of overhanging or protruding from the property on which it grows.

It is not the case that nothing can overhang the footway. We would not expect tree branches which grow out from private land over the footway to be cut back to the property line. We look to ensure the footway is clear and can be used by pedestrians without obstruction. The location has been inspected and deemed that there is sufficient space and overhead clearance at this time.

Thank you for the clarification re: vegetation from private land overhanging the pavement, which is duly noted for future reference.
I would however beg to differ that the pavement at this point can be used by pedestrians without obstruction: there is simply insufficient room for pedestrians walking in opposite directions to pass each other at all, let alone at a social distance, which I and many acquaintances intend to continue doing post Monday 19 July - pedestrians walking in opposite directions have to stand aside for one another at this point in the pavement, as it is only 1.2m wide and partly obstructed by the spiky hedging plant protruding beyond 33 Birchwood Avenue’s front curtilage.
