Weeds choking base of young tree and tree tie has come loose

Sent to Bromley Council less than a minute later. FixMyStreet ref: 2846354.
There are dense weeds around the base of this young street tree (an oak). These take nutrients and water away from the tree. Please can they be removed. Also the tree tie securing this young tree to its stake is hanging loose. Please can this be re-affixed. Many thanks.

For example information such as a house number or street light column number can greatly help us to correctly identify the location while further details such as the nature and scale of an issue (especially dumped rubbish) assists us co-ordinating an appropriate response.

Sort please ignore my previous post - this related to another issue in Woodland Way.
The issue of the choking weeds and tree tie coming loose remains on thus young oak tree. The tree is outside no.59 Great Thrift.

The tree tie has been reaffixed. However, the weeds have not been removed from the base of the oak tree sapling. Therefore this aspect of my reported issue has not been fixed and remains outstanding.
