Poor Reinstatement Following Utility Works

Sent to Bromley Council less than a minute later. FixMyStreet ref: 3047258.
Following some utility works by the telegraph pole on the edge of the green at Bankside Close there is very poor reinstatement. Firstly they have just dumped earth in the hole whereas previously part of the part excavated was a concrete edging! They need to reinstate the concrete. Secondly having just filled with earth they have not reinstated the turf - this neds to be re-grassed. finally they have left various parts of wiring and electrical equipment over the grass as per the photo - they need to tidy up after themselves!

Thank you for your report. our streetworks inspector has taken a look at the site and agreed this is not up to the required repair standard. We have therefore issued BT a defect notification to make them rectify this. Thank you for bringing this to our attention

Thank you for your update legally we do have to allow a few months for the utility to rectify this before we can intervene further. a defect has been issued to BT to rectify this.

Hi - just a quick update - unsurprisingly BT have not carried out the reinstatement. 1 - Please advise the exact date at which you are allowed to intervene further as it is quite obvious that they are not going to do anything without being told to again. 2 - Please open this Report again and do not close it until the actual reinstatement has taken place - until then nothing has been "fixed".

Thank you for your report.it appears the defect issued to BT was issued at wrong location and subsequently another defect has been rectified outside 198 instead of this pole on the edge of the green of bankside. I have reissued the defect to BT for them to come and rectify this. I cannot give you an exact date as they need to plan these works in.

Another month, still no reinstatement, it is now coming up for 8 months since this was initially reported. BT need to be told to carry out this reinstatement and fined for the delays.

Another 2 months, still no reinstatement, it is now coming up for 10 months since this was initially reported. BT need to be told to carry out this reinstatement and fined for the delays.
Totally unacceptable!
Also - why do I have to keep monitoring this for the Council, surely you should be checking that the work is completed??

Another six weeks have passed - nothing has been done. How on earth does it take BT and the Council over 15 months to reinstate a piece of concrete and reseed the grass?
Clearly BT are never going to bother returning so LBB please deal with the o/s work on their behalf and then charge them for the work.

At 26.10.23 BT have still not reinstated the concrete edging. Please explain how LBB can allow BT to get away without reinstating works properly - this Report is now 2 YEARS old!!!!!!!

Unfortunately we do not have any permits from BT that can be attributed to this so we are unable to get them to take responsibility. In some cases utilities work without a permit and without photographic evidence of them actually being on site we cannot force them to return. If this was dangerous then we could ask our highways team to raise a repair but this wouldn’t meet our intervention levels.
