Broken metal cover in pavement

Sent to Bromley Council less than a minute later. FixMyStreet ref: 3048501.
Outside number's 7 and 9 Windsor Drive is a 6 inch square metal plate. Recently it has been broken leaving a large, sharp hole in the middle of the pavement. A danger to small children and dogs. No ID on it so don't know who it belongs to

But who is the responsible party? The plate has no writing on it

The reported cover is not on the public footway but on private land associated with the title for numbers 7 and 9 Windsor Drive. Responsibility for the issue would rest with the land owners for this area.

There is now a small square hole where there was once a cover.
