Up to 9" wide pavement gap over 12 feet long close to road

There is a long gap in the pavement at the edge of 2 Red Cedars road . Noticed when gardener trimmed hedge. Looks like the Tarmac was not originally laid to the edge of property . This is a hazard as it's the main pedestrian thoroughfare to a non through housing estate. Therefore used by all residents and is especially busy at school times. I am concerned that with the winter months coming with snow and ice it will be a dangerous trip hazard.
