Council worker moving bins

Hi, As I was walking to work this morning I was greeted by all the bins being moved to the edge of the pavement by one of your workers, which in certain places takes up at least half the pavement, not only was he just moving bins he was removing black sacks from other bins and leaving them on the ground thus making it easy for foxes to rip them open a mess I'm sure to refuse collectors won't clean up, also he was wheeling bins from one side of the road to the other which I can see is a good idea as long as the bin gets taken back to the house where it came from, but it it doesn't then this could be left to an elderly person to have to retrieve their bins across the road which is not a good thing. Is this a new thing Bromley council are doing because it really doesn't seem like it to me and probably won't to Mum's and kids on their way to school that now have half the pavement to walk on with push chairs and prams.
