Road surface severely deteriorated

The manhole here is constantly leaking water, the water is running across the layby and severely deteriorating the road surface due to the high amount of traffic, part of this was fixed/resurfaced recently but now the rest of the layby is affected especially if traveling down the hill.

I can confirm the road surface at this section is continuing to deteriorate and cause a risk to road users. Due to the awful and uneven road surface a sudden loss of traction if braking or steering is experienced. This repair needs to be prioritised to prevent it causing a serious accident on this unlit, narrow hill.

The patch repairs that were carried out have lasted less than a week before lifting returning the surface to its uneven and dangerous condition.
A permanent repair is needed.
