Overhang of trees to middle of road

Trees overhang the pavement, you have to duck to walk on the pavement. The trees are on a popular pedestrian route in and out of Jubilee Park (Petts Wood, Kent. BR1 2LN). The lower branches of these conifers need to be trimmed to a sufficient height regularly. The trees have been planted on the border of the property, they should have been planted 5ft/6ft inside the boundary of the property. The problem has existed for the last 2.5 years and probably long before.
