Good day, Thank you for your report. We have tried a few times to obtain a signed waiver form for us to remove the graffiti from the shutters however, we have been unable to obtain this from the shop worker/owner. Therefore we are unable to remove this graffiti. This enquiry will now be closed.

Thank you for your work and reporting back the situation. You do not elaborate on whether the owner has not responded, or responded in the negative. Bromley Council beneficially offers a free graffiti removal service, for both the victim of this crime and in the interests of the street scene including copy cat further tagging or anti-social behaviour. I am sorry that you have been unable to obtain the required consent. Thank you for trying. I suppose there still remains the option of issuing an Untidy Site Notice. Consent to restoration to the previous good appearance, at no cost to the owner, would be preferable and seems to be welcomed in tens if not hundreds of other cases.

Re. FMS questionnaire, the Council has tried to fix this but has not been able to do without owner consent. So I suppose 'closed' but 'not fixed'.
