Clarification of parking bays

Sent to Bromley Council less than a minute later

At the end of the cul de sac at Clarendon Path there are parking bays off the rod to left and right. Whilst visiting relatives I always thought that these bays could be used by anybody but now the bay outside 73 Clarendon Green, BR5 2NZ, has had notices put up to say that it is a private parking spaces and no parking is allowed. Could you plese advise whether this is correct. Many thanks.
