Dog fouling on pavements

There is constant dog fouling in several areas along Jail Lane in Biggin Hill. Some worst areas are near the footpath at 102 jail lane leading to magnolia drive and leading up to the corner of Old Tye Avenue along with at the entrance to the footpath at the corner of Old Tye Avenue. This is a very busy footpath for school commute and is constantly covered in dog foul. I am having to constantly look out for dog foul and so my child doesn't step in it. This has been an ongoing problem and dog owners are just not clearing up after their dog. Also at times there is dog foul in bags left on the pavement of jail lane, 1 current bag at the footpath near 102 jail lane leading to magnolia drive which has been split open.
