Newly planted Magnolia, supports snapped in wind

This recently planted Magnolia has had its bamboo stake snapped and straps ripped in the wind. It is just about surviving now with makeshift supports made by residents using duck tape, cable-ties and several bamboo canes tied together. Its location is outside number 65 Harwood Avenue.

Someone has removed the 3 bamboo canes i tied together which were holding the Magnolia upright, but strangely they have not replaced the original bamboo stake which is broken (as pictured) and is not capable of supporting the tree even when there is no wind. Is someone coming back to replace the original stake and please could they also return the 3 new bamboo stakes i had supported the tree with (60 Harwood Avenue).

The contractor did not turn up to rectify this, the original stake has completely snapped and now the Magnolia tree is as per the latest picture. Why are the contractors not trained to properly stake trees? This is the second Magnolia that this has happened to. The first tree had no support and the second one had inadequate support. Despite this being reported and chased several times, the only thing they managed to do was remove the bamboo canes that were put in place by residents to support the tree until a new stake was fitted.

The contractor has still not turned up to support this tree properly. It is now being held up by cable installed by residents as a temporary fix.
