Lewisham Council as far as I am aware are responsible for Westwood Hill. The wall in question is the boundary wall for Crystal Palace Park (incl caravan site) which comes under you. Under a boundary agreement with Bromley and Lewisham at this location, responsibility for Street Cleansing including graffiti removal at this location rest with Lewisham Council and we have alerted them to this issue.
