Pathway blocked in tunnel on Sevenoaks Road

Last month a road accident pushed metal railings over the pavement in the tunnel on Sevenoaks Road. Mobility scooters and prams are no longer able to pass. The pavement on the other side of the road is too narrow for mobility scooters and wide prams. This means; as a mobility scooter user; I am unable to get to the high street without a very long detour which would test my battery endurance.
Of note; the similar barrier damage at The Crescent nearby was repaired within days. whereas this damage under the tunnel is about a month old.

FWIW the report pin should be under the 'Orpington Arch' - the tunnel on Sevenoaks Road that runs under the railway. Is LBB, National Rail or Southeastern responsible for this? Thanks in anticipation.
