Barricades causing trip hazard and obstruction awaiting tree planting

A replacement Rowan tree has been scheduled to be planted here for about 4 years. About 3 months ago a new tree pit was built and barricades left around the tree pit, I presume awaiting the planting of a new Rowan tree. The barricades have been blown over and blown into the road by high winds numerous times. Wouldn’t it make more sense to plant the tree and remove the barricades which are a trip hazard to those using the pavement and an obstruction to road users?
