Continued obstruction of pavement

Sent to Bromley Council less than a minute later. FixMyStreet ref: 3468341.
I reported this to you on 16 April and you have responded to say I should refer the matter to missed refuse collection ! It isn’t my rubbish . It is constantly left to the side of Costcutter and the shops and flats on the corner of Lower Camden . The owners leave those bins out for days and days and people with pushchairs and wheelchairs have to go into to road to avoid the obstruction on the pavement . It’s also a health hazard . It is all still there today . It’s not a question of a missed collection . The owners of this rubbish need to be told not to put it out except on the appropriate collection day . It’s not a one off it happens regularly. I believe the big red bin belongs to Costcutter owners .

I agree with the report originator and have myself previously reported this particular problem of overflowing, uncollected bins blocking the footway (not at a four day bank holiday period) at a fairly busy junction in previous months: but still, as I myself witnessed at 06:30 this morning (Tuesday 19April) seemingly no resolution.....

Here are more photos taken today . That’s effectively a week all this rubbish has been left out obstructing the pavement and as mentioned in my earlier complaint this is a pretty regular occurrence. I know that when planning permission was granted for the development at the rear of and above Costcutter one if the conditions was that there had to be provision for rubbish storage within the site . This is clearly not being adhered to

The street was inspected at midday on Wednesday 20th April. The large Biffa bin had been emptied and was back within the rear courtyard. Commercial trade bins are permitted to be presented ahead of any scheduled collection which may occur more than once a week. The presentation of this Biffa bin will be monitored as content should not overspill.
With regards to the small green wheelie bin. The owner of the bin cannot be found and the Council received no report that refuse had been missed the previous week. The nearby flat is vacant so if this bin is not retrieved by its owner from the footway after the refuse collection (made yesterday) then the bin will removed by the Council as discarded.
I have included a photo from Wednesday 20th April also showing that the skip had been cleared.

Thanks for the update and i see the small green wheelie bin and all the bags have now gone ( probably late Thursday afternoon). However please can you keep monitoring this as this area seems to be a general dumping ground and constantly provides a hazard to pedestrians . I’ve seen rubbish there from the hairdresser and the chemist for days on end and presumably from flats in the building . The owners of all those properties need to make their tenants aware that they aren’t allowed to treat the pavement as a dump . Thanks

The trades and flats within this development will continue to be monitored. Any business without a legitimate trade waste account will be required to produce evidence of their commercial waste disposal.
