Verge not cut and a public health issue due to excessive use as a dog toilet

The verge has not been cut since I moved here in 2020 (except for me or my neighbours doing it). I don’t like cutting it with my mower as it is regularly used by dog walkers as a spot to allow their dogs to poo.
Can it be hard paved or a SUDS rain garden installed as this would look much tidier, be more sustainable, reduce maintenance and prevent the unneighbourly practice of use as a dog toilet.
