Overgrown trees all around off street parking area that is highways land

There are a number of overgrown trees and bushes in and around the off street parking that form part of the kemerton estate (made up of 1-22 Ellesmere avenue and 1-9 Ashdown close) which was built in 1967 the spaces are being used by flats in kemerton and i have maintained this area for years but have recently got the council to agree it should have been maintained by them as it was adopted in 1968/69 the area is very overgrown but because there are cars using the space the workmen who came out today were not able to clear the area in the photos. the area needs to be cleared asap and the kemerton estate and proper signage installed so it is clear who has the right to use the area.i have taken legal advice which helped me get the council to agree they should be maintaining the land and i need some more help to get it done please
