Residential bins permanently on pavement.

Houses in Latham Close (numbers 27 & 29) are leaving their black wheelie bins on the pavement outside their back gates on Grand View Avenue. These have now been chained to the fence/gate posts as a permanent fixture and are causing an obstruction on the pavement. I, and other people, cannot negotiate past them with a double pushchair/wheelchair without having to go onto the road.

We have notified the responsible party of their duties and responsibilities and informed them that further enforcement action may be taken if the issue is not resolved. For overhanging vegetation reports please allow 28 days for the responsible party to arrange action before notifying us of any continued obstruction.

Please note this problem has not been sorted. Number 29 still has a wheelie bin obstructing the pavement on Grand View Avenue. This has also escalated to numbers 20 and 22 View Close who are leaving their wheelie bins outside their back gates causing obstruction to double pushchair.

Problem is still ongoing. I have to move into the road with a double buggy to get past the wheelie bins. In my opinion they should be inside the owners property and NOT causing an obstruction on a public right of way. 20 and 22 View Close, 29 Latham Close are all still leaving bins as an instruction. Please sort it out.
