Grey locker st. George's car park.

Behind the grey lock is being used as a lavatory with a strong scent of urine which is not pleasant but must be a risk with pre-school over the road in St George's church hall. Could the lock be moved so that is as close as possible to the hedge so the gap is too small for someone to get behind the locker? Also British gas use this locker to pick up supplies but many park up and with engines idling for long periods of time. Not good for the environment or the two schools near by. Whilst this is not against the laws on idling, could the council use its contacts with British Gas to highlight why this practice should stop.
