Nitrous Oxide gas cylinder has been left by the kerb

To Whom It May Concern:
The reason why I am contacting you is that there has been an incident of flying tipping in Palace Square, what makes this different is that waste left on the road is industrial waste. I thought it was an empty aerosol can, but on closer inspection it is in fact a Nitrous Oxide gas cylinder.
This is clearly not domestic waste and the instructions on the cylinder regarding disposing of it, state that the gas needs to be removed before the cylinder is disposed of, and there are various warnings symbols on the container. Furthermore, the instructions state that the local authority should be contacted regarding the safe disposal of the cylinder. I’ve taken a photo and attached it to the form.
What would you like me to do:-
Leave it where it is and you can arrange for its disposal (I say you, as the local authority will now be aware of it)?
Take it to the recycling centre, the nearest to me is Churchfields Rd, (please note, that this is not my cylinder, if there is a cost and/or paperwork involved in disposing of the cylinder at the waste disposal centre, I would not be prepared to do that?
Or would you like me to do something else?

Good day, Our service provider attended the location however, no gas cylinder was found on arrival at the location pin pointed on map. If the gas cylinder is still in situ can you please supply further information on the location for collection along with any photos that will help us resolve this report. This report will now be closed.
