Neighbour cuts his lawn. Then he dumps all the cuttings on/at the front of our lawn/garden. Are they allowed to do this?

To help us action and resolve this issue please could further information be provided as comments to this report. For example information such as a house number or street light column number can greatly help us to correctly identify the location while further details such as the nature and scale of an issue (especially dumped rubbish) assists us co-ordinating an appropriate response.

Residents at 49 Rodway Road dumping their grass cuttings at front of our lawn. When it gets windy they will blow everywhere including into the street. They should be disposed of in the correct manner and not just dumped there.
