How are users of the nearby pre school pushing youngsters in push chairs supposed to get past these bins that could/should be sorted at the top of this property’s driveway?

How is my neighbour who pushes her twins in a double buggy supposed to get past easily?
Why can Kincraig not put their bins on the end of their wide driveway like other Lubbock Road residents?
