  • It’s a roadside drain grill covering the gulley....

As the statutory highways authority this is the responsibility of the London Borough of Bromley Highways Department NOT Thames Water, who supply potable water and take away waste water/soil in the sewerage system......

  • The area was inspected and the gully cover is not making any noise. It is the manhole cover situated a metre away from it. This has been passed to the relevant utility company.

  • This issue remains outstanding and is getting worse and the cover is possibly unsafe please address urgently regardless of whether it is the water authorities cover

  • I personally reported the manhole cover to Thames Water today. They attended site and advised that the manhole / cover is not there asset. They advised this recontacting Bromley Council. The matter has now been outstanding since May

  • The issue of the clanking drain has not been resolved. Work was completed yesterday (13 Sep) to build up the road surface around the drain but the actual drain cover has not been replaced and continues to make a loud noise when cars drive over it. This is evident by stepping on the cover so it is difficult to understand how this was considered to be resolved. The actual manhole cover and possibly its frame require replacement.

  • This would appear to be a repeat of the FAILURE of the Council’s contractor to replace a badly fitting drain grill; a few weeks after the debacle of the LOUD clanging drain grill that required a number of attempts following repeated complaints at the Watts Lane/Morley Road junction approaching the pedestrian refuge/width restrictor.

    This is NOT acceptable....

I will copy this report to the Lead Councillor, Cllr Nicholas Bennett and Messrs Brand, Warner and Cowan so that a PROPER repair can be expedited by the Council’s contractor forthwith......

I/we cannot WASTE our time REPEATEDLY reporting on the REPEATED FAILURES of the council’s contractor(s) to do what they are paid for (presumably, following default penalties...)

Posted anonymously at 10:20, Wed 14 September 2022

  • The order for this repair has been raised with the Council’s contractor and remains outstanding within their planned schedule of works.

Please continue to bear with us. We anticipate an early resolution to this report from this point in time.

  • Inspection/access cover now replaced with old one and three cones on the adjacent verge, presumably awaiting collection and removal from site/sight.

  • Our contractor has been notified to take the appropriate action to remove the cones and previous gully frame. This will be completed shortly.

  • The drain cover and frame have indeed been changed, unfortunately the replacement is also clanging when cars drive over it and hence the matter remains in unresolved . The problem seems to be that the drain cover comprise of two triangular cast sections and inherently lacks stability. This was the same design as the previous cover and it was surprising that the same type has been used for the replacement. There was an opportunity to use a single cast cover. Please reinstate this fault and take appropriate action.

  • Photos as at 10am Saturday 19 November attached.

You can see the surrounding tarmac round the replacement (but still ‘clanging’ (albeit not as loudly as before)) Inspection cover is breaking up, presumably as a result of the energy transmitted from the ‘clanging’ cover to the surrounding road surface.....

Please ensure this time that the contractor does the job properly.....

  • These two photos were taken a week earlier on Saturday 12 November; you can clearly see the deterioration and break up of the inspection hatch surrounding tarmac in just a week.....
