Overgrown hedge on Knoll Rise

Sent to Bromley Council less than a minute later
This hedge is overgrown again. It is more than 1/2 way across the footpath and a danger to people and cars not being able to see people.
Each year this is reported. The owners trim the hedge a little however it is never trimmed to their boundary. Can the council enforce it is correctly trimmed?
