Overgrown Tree causing parking problems

The tree outside 285 / 283 Clock House Road is over growing from the base to the top of the trunk. This causes problems parking beside it as the driver is unable to judge the distance to the trunk. This results in cars infringing the carriageway and those causes safety concerns to other road users. Additionally the leaves reduce the width of the pavement. This tree has been a problem for a number of years and is rotting and leaning into the carriageway.
