Collapsing road

Sent to Bromley Council less than a minute later. FixMyStreet ref: 3582179.
Road is starting to sink around manhole cover and it looks like a sink hole is starting to appear, as there is a hole and you see a drop below it. The road has suddenly dropped about 6cm in a couple of days.

Workman came, we’re here for about 90 seconds and within 1 hour the hole has re appeared again. Like I said, it’s the start of some kind of sink hole. No point just throwing some tarmac at it, it’s just sinking into the hole as there is no ground under the surface.
You should not be charged for this job by your tradesman.
Can you pleas come back and investigate what’s underneath.
