Sent to Bromley Council less than a minute later

Entrance to alleyway behind shops. Several large wheeled heavylidded bins now being used, but are not having lids closed, exposing contents to roving foxes who distribute rubbish to be blown onto road and pavements- causing heaps of offending contents.Could you refit the original notice on the fence to warn bin users to be more careful, PLEASE?
