Wooden plank obstructing parking and being used to bump up kerb

Yellow London Taxi LO14ZWM using wooden plank instead of drop kerb to cross footpath into property. Plank (bright yellow) is taking up parking space as this is not a drop kerb and attempting to reserve the parking area on already tight road. In addition as this is not an approved and designed drop kerb the angle of access is poor and leaves other parked cars at risk of being damaged

Plank being used to bump up/ reserve space outside 58 Ascot Road is painted yellow so looks like a yellow line. This is unfair stopping people from parking in a legitimate space, and unfair for those who paid for drop kerb and driveways.

Large white sign has been drilled into fence outside 58 Ascot Road by the home owner and owner of taxi tonight:
‘ACCESS REQUIRED FOR ELECTRIC VEHICLE CHARGING PLEASE KEEP CLEAR’
Further deterring people from parking in a legitimate parking spot where there is no drop kerb, and no restrictions.

Adding to this as I see it’s been raised already and is being discussed with several neighbours - because this isn’t properly planned and without a drop kerb people are now having to park over an official (paid for) dropped kerb in order not to block the cab in on the grass garden in front of 58 Ascot Road.

Multiple Enforcement Notices have been posted to this address. Please allow at least 10 days for post to arrive and for the responsible party to comply with the terms of these Notices. Should those concerned continue to unlawfully cross the unprotected public footway in their motor vehicle, fail to remove the length of timber shown from the public highway or fail to remove the unauthorised sign from the fence fronting this property and from public view, please do update this report accordingly. Please note that LBB is aware that the authorised parking sign previously adjacent to the disabled parking bay in front of this property is missing and it will be replaced. Also the public disabled parking bay demarcation lines will be re-painted so that this bay is clearly visible to all road users wishing to make legitimate use of it.

LBB has received a reply from the responsible party. The length of timber has been removed from the highway; the unauthorised sign has been removed from the fence fronting this property and from public view; the private fence has been replaced creating a barrier between the public footway and property frontage. We are assured by those concerned that vehicles will no longer be driven unlawfully across the footway at this location.
