Flytipping of green waste by council workers

The grass has finally been cut after weeks of growth around Valley View, however the green waste generated by cutting the grass has not been removed. This is technically fly tipping as it is "illegal deposit of any waste onto land that does not have a licence to accept it". It has been left in clumps along all the pavements. The grass that has been cut on a lawn has also not been removed, it is left in (very big) clumps on top of the grass, this in turn will either kill off the grass or turn to moss and decompose. Leaving grass clipping on a lawn is good for nutrients, but not the amount that has been left. Please come and finish the job correctly as soon as possible. I do not want to walk through mountains of cut grass while walking on the pavement to get home. Please come and remove the green waste that you have discarded on public land.
