We have notified the responsible party of their duties and responsibilities and informed them that further enforcement action may be taken if the issue is not resolved. For overhanging vegetation reports please allow 28 days for the responsible party to arrange action before notifying us of any continued obstruction.

How is this a third party responsibility, the trees are on the pavement, Council trees. There is a boundary brick wall on the odd number side of the Avenue, the trees are as reported opposite the flats 2-4 The Avenue, on the pavement overhanging the road.
