Huge weelie bins left by rubbish collectors in the middle of public footpath obstructing pathway dangerously

After Wednesday rubbish collections the contractors now regularly leave huge weelie bins left by rubbish collectors in the middle of public footpath obstructing pathway dangerously. We noticed that for the past couple of months. This is such a nuisance! It is dangerous for passers by, like an obstacles course. Also the empty bins are being blown off onto the road of traffic, very dangerous! Please instruct your contractors to put EACH weelie bin back into the territory of the property, not leave it on the footpath ever! Thank you.
