Low hedge forcing people to walk in road

The first house on your left as you go past the junction of Tower Road along Sevenoaks Road heading towards Orpington High Street has a very low hedge which takes up half of an already narrow pavement. This means people trying to pass each other run the risk of going into the road to do that and if it's raining and you have an umbrella there is a danger to the umbrella being hit by a vehicle because of that. Can the hedge either be cut back to the house boundry or the bottom of the overhanging hedges cut to allow for at least 2m of clearance? Thank you.

One of the hedges closest to the Tower Road junction has been trimmed back and is above the height of the fence making it a lot safer to walk, however the other hedge closer to the War Memorial has only been trimmed and you still need to duck under it and it still causes a dangerous obstacle on a narrow pavement on a busy road.
